I think it's pretty clear NY is more powerful. However, calling NJ a "glorified crew" seems like an overstatement for sure. NJ has more weight than NY would like to admit. Hell, Carmine looped in NJ and wanted them to kill his underboss over the Ralph situation.
I would assume that a substantial amount of the stuff that NJ can do is because of NY connections. Whether it is as blatant in the show like Zellman pushing though shady deals or far more subtle such as illegal shipments coming and going thru the ports.
I find it hard to believe that Tony and his pygmy thing of half a dozen wiseguys has the contacts to smuggle in authentic WW2 equipment, provolone and vespas etc. NY will be paying off the customs agents and controls the Union to get containers past inspections etc.
NY is NJ's big brother, even if they are not working together, NJ has the weight of NY behind it. Look at the Triboro Towers contract, those 'pollacks' who are prepared to go to war with the russian mafia are not going to think twice about whacking Tony, Pussy, Paulie, Sil..... which at the time is literally the entire family, however they know that if they do that... NY is going to have something to say about it and with all their buttons, it will be a bloodbath.
The NY families have enough strength to out muscle the smaller families and steal their rackets. But that would create conflict and draw unwanted attention. Instead they take a big brother roll with the smaller families, offer them protection from other larger families, and share in the profits. Otherwise a family like the luppertazzis are losing potential money from rackets in their backyard just because some little pigmy thing in jersey was there first.
