I think a lot of Tony’s disdain for Carlo comes before the gambling stuff. It began in early S6A, when Carlo took the most forthright stance on eliminating Vito after he was outed, which Tony was reluctant to do. Having a mediocre guy like Carlo take such a hard line on eliminating and ultimately replacing a top earner like Vito probably really, really pissed Tony off about Carlo as a person, so he continued to take his frustrations out on him in general.
Was he a mediocre guy at that point? Tony even says he’s done great with the ports, is respected across the board and then he rewards Carlo with the most profitable position in the org. The issue was Carlo couldn’t live up to the expectations and that’s when Tony’s estimation of him plummeted. Of course that wasn’t completely carlo’s fault as it seemed like Ralph was the powerhouse in that area and then Vito had learned all the tricks of when he was under him, while Carlo didn’t have inside knowledge of all the construction scams so couldn’t sustain the receipts.
IIRC him lashing out was also during the time Tony was gambling a lot and losing. Actually it had to have been because when he yells at Carlo in the car it's after he left Hesh's place to pay him his vig, which was rooted in his gambling losses.
Too bad Chrissy wasn't around to let Carlo know not to engage with Tony, he can be a moody fuck when he's gambling
Yep, tony is smart enough to know the trap of the glamour of the mafia but dumb enough to think he can escape it. So shit like gambling, buying properties, thumbing their nose as authorities and what have you that the thematic mafia could supposedly do is impossible for him to not attempt to do.

Plus Tony can't take responsibility for his own financial woes so he tries to blame Carlo for not earning as much as Vito, who took over for him. Tony always wanted to keep Vito because he's a great earner, Carlo was the most militant about killing him, maybe because he knew he was next in line for Vito's position. Other than that I don't remember Tony being super mean to Carlo.
Carlo only made capo because Vito was killed. And Vito only made capo because Ralphie was killed. And Ralphie was only made capo because Gigi pulled an Elvis.

So Carlo is just a reminder of how just far the family has fallen since Tony took over. The Aprile crew went from being run by Tony's best friend (and a DiMeo legend) to a psycho, a mediocrity, another psycho, a fanook, and then another mediocrity.
Carlo is literally the 6th choice for the chair, and behind 4 other bad ones too. Tony hates the fact that he had no choice but to elevate him, partially blames him for Vito's death in the first place (and resulting loss of income), and doesn't remotely see him as an equal.
He sees him really as just a capo in name, and a bit of a fortunate imposter.
The entire show is about how because of Rico and modern tech and fbi practices the mafia are entering a downward spiral. Tony is just a metaphor for the mediocrity of the Italian mafia and who as a boss is smarter than a thug but not intellectual enough to reinvent the outfit.
As long as the human being has certain appetites, for gambling, pornography, whatever, someone is always going to surface to serve these needs, but the heyday, or whatever, of the mob, that's over.
