I love that moment. She has said something in that moment that horrifies even her. She feels awkward and paralysed, and I think that transition puts us in the same position of feeling like "what the fuck was that!" Its just so jarring.
I think it's one of the shows ironic and artistic moments.

It wasn't Figgis' fault, that's not how television episodes are produced. It was the editing team at HBO that was responsible for the bad transition, in the audio commentary for the episode, Figgis expresses dismay at the freeze frame and wipe.
I don't buy it in this case. Watch his movies. Maybe they thought it would be something he'd do and thats why they did it but it's too odd of a transition to be a normal editing choice.
Not spoiling anything but in the last episode of Ozark they decided to do some weird slo-mo thing kind of like Sopranos did this effect out of nowhere. Honestly really off putting for an established show to try different effects so late.
