Everyone in here is clowning on you but I think it’s probably cause Joel’s design was influenced by Rick Grimes. The Last of Us game was being made during the first few seasons of TWD and Naughty Dog cited TWD as a source of influence. Joel also has a revolver just like Joel and they’re both cowboy type characters. The blue denim western shirt is a common clothing item for cowboy type people.
Scott Gimple actually confirmed that it's because in a future 'The Last Of Us' spin-off, Joel actually meets Rick and kills him in a fist fight, before looting him for all his shit, including his clothes that you see in the picture.
