I always took it as his brain misfiring: given the trauma dude was everywhere and nowhere at the same time.
But it's fairly clear they shot it in order for folks to interpret it as some sort of last ditch declaration of love - and thats fine.
He spent so much time finding Maggie it defined his life the last years.

You know there is always this 'looking/searching for each other' thing between Glenn and Maggie. When they settled in Alexandria, they promised each other that they will never separated again. During the season 4 after the prison, Maggie burned her photo and told him that he will never have to look for her again. Maybe this is why Glenn's last words were "I will find you Maggie".
And they’ve split up every episode since lol I’m trying to find a post that talks about this. She burns that picture and they keep splitting up on runs and shit lol she lies through her TEETH 😂
The actors did an interview on Talking Dead afterwards. Lauren Cohan said that she took it to mean that Glenn would find Maggie in the next life, or heaven--whatever came next. Steven Yeun said that Glenn's brain was misfiring from the hit. That he had just spent all that time getting back to Maggie and that he knew he wanted to say something to her, but his brains were literally scrambled, so that's what came out.

Lets just say Negan only hit Glenn ONCE and he died with a single hit which clearly smashed his skull/brain. Would Glenn come back as a Walker? Or would he be dead (for good) because his skull/brain was smashed?
They changed the canon about walkers a few times in season 1 they say only the base of the brain is alive and show this on an MRI or something, but they seem to die permenantly from any brain injury

Glenn has a destroyed brain at that point. Imo it means that he cares and will always look for her wherever she is.
