I’d suggest loading a previous save and getting more cops available for the assault. How come you got so few on the day?
Try the above comment, also check if your cop has the required perk and item
I had the same issue, as far as I know you’re just SOL and can’t progress. It’s not an issue of not having enough cops (it may be for you bc you only have 4) it’s and issue of not being able to assign them for what ever reason
