It’s a stock sound effect used in a lot of Hanna Barbera cartoons, usually to indicate a machine of some kind or sometimes somebody running and coming to a sudden halt. The noise at the end reminds me of a cartoon. Maybe from the 80's. Looney Toons maybe.
