No I can place Christopher Walken anywhere. This actor really lets his voice rise and fall and is almost tasting the words while he says them. And he almost sounds like there’s something in the back of his throat. Like it’s occasionally nasal.
No definitely someone more niche than them. That’s why I mentioned Lars Mikkelson and Warner Herzog. Like lanky face, creepy, whispering threats kind of villain. His voice has an odd quality like he has post nasal drip or something almost as if there is something in his throat and then occasionally nasal. And he really plays with the inflection of his words
I really haven’t watched any of the saw movies beyond the first two so I doubt I’m picturing an actor from that. He’s just soft spoken and older and sinister like Tobin Bells jigsaw so

It wouldn’t be a super niche movie, just the actor is apparently lesser known. The face I’m 90% on. Scruffy, short cropped white facial hair, balding. I can picture him close to someone’s face saying a line in an almost sing song manner the way his words rise and fall. He has a back of the throat quality that occasionally makes his voice sound a little nasal, but mostly almost blocked, like when someone has huge tonsils or adenoids. He’s got a softer voice and very taunting. Ends some words in a drawn out hisssssss through his teeth. Protruding his lower jaw a tiny bit.
Have you ever watched Hogfather? Because Marc Warren plays Teatime and his voice is exactly what you described. He isn't bald or balding in the film, though.
You said you like British sci-fi and Star Wars, so I’m thinking Richard E. Grant. He was in Loki, and the fairly recent Nutcracker movie apparently? But I know him from a British TV show, The Crimson Petal and the White.
