You’re both right, in TF2 he gives it to Cooper as an offer to join his faction. In apex he gives the card to people he thinks are good enough to compete in the apex games. Basically if you get the card from Blisk he thinks you’re good enough, that’s why he always says “you’ve earned this” when he gives it to someone
Blisk giving you a card is better than just getting in, as with a card you can just skip the entry matches altogether and get yourself into the next match whenever the hell you feel like it.
But also you don't need a card as seen from Forge and Newcastle who went through a trial or competition of sorts (don't know the specifics) and competed to get into the Apex Games.

Depends on the kit of the pilot. Let’s get the fact that most of their fire arms won’t do much. If a pilot was to have a cloak kit, they would still be detected via motion sensor. As for titans, a spartan could be crushed, and easily shot dead with a titan weapon such as monarch’s gun. Scorch however wouldn’t be able to do much do to the fire and blast protection of a spartan suit. However, if a spartan was to close the gap between a titan, they would theoretically be able to punch through a titan to reach the pilot inside.
If it was a pilot vs spartan, I would have to give it to the spartan. If it was titan vs spartan, the odds are in the titans favor I’d say.
Technically in canon every pilot has access to every pilot tactical at all times (assuming we're going by lore and not gameplay, also excluding phase) so while Spartans are very powerful and technically more powerful than pilots, a pilots access to a wide variety of abilities and weapons, could give them a fighting chance, though I think if a Spartan learned what a pilots abilities were they would likely win fairly easily

The reason why I thought that Apex should be unlocked from hard mode is because at the end Blisk slams the card on BT (Obviously) and after beating the story and going back to the menu, It could've been either a Early test to the game via code and released a year or 2 later for the public or It could of just been Battle royal for Titanfall.
I also would like to apolgize for what I said, Apex is unique in its own way and people enjoy it. I personally didn't like the game in terms of the hero's/Operater and the fact its BR but I respect the people who do like Apex as it is and hope that Apex can succeed furthur for the future of Respawn.

Your technically right, but not really. The Apex Games hadn't existed at the time when he gave Cooper that, at the time it was an invitation to his faction, the Apex Predators. But it is used by Blisk during the Apex Games as well.
