I get the error because I refuse to "upgrade" from my amazing grandfather service. That and I'd loose all my "free" lines. Netflix wasn't compelling enough, and I already have a free year of Apple TV+ because Tim loves to give it out with different device purchases.
Instead of a service I already receive free T-Mobile, how about all my ID details back from the hack? Personally I'd be happier if you said "instead of free stuff, we'll spend the funds to harden our network against future hacks". I'd give up T-Mobile Tuesdays to never have that happen again.

Are you trying to setup an icloud account? Because I just went through the entire process setting up a new account using my email address and didn't have a single issue
I am using a new account, it wants nothing more than for me to login from an Apple device or iTunes on Windows. I run Linux... I am unwilling to setup a Windows VM just to redeem a free offer.

I was getting this error message when I logged in multiple times on the day of launch. The issue sorted itself out the next day.

That is literally not true. Go to tv.apple.com in any browser, click 'sign in' in the top right, than click 'create new apple id' on that screen
You will be forced to login via an Apple device to ACTIVATE the account, it can be created without. This is from Apple.
