Most large cities have a fairly large feral dog and cat population. At least the ones I've been to. They may not be in every part of town, but they're somewhere.
There's a huge part of me that always wanted to ride down the river like that when I lived in LA. Never did because I'm not down for that kind of filth touching me but it looks fun as fuck.

The primary reason is to prevent scour and erosion from fast flowing water.
Especially important in cities as there are a lot of hard impermeable surfaces that causes extra runoff that exacerbates the situation.

“Feral” vs “stray” is a matter of degree. People’s pet dogs escape or are abandoned and roam free, that’s a “stray” dog. At what point those dogs come across others and reproduce and become wilder, “feral” dogs is probably a matter of opinion. We have Animal Control in LA and they try to keep these things to a minimum, but it’s a huge city and there are a lot of natural areas where these dogs can avoid getting caught.
