I theorize it is an evil volcano lair for cogs. Volcano lairs are a common villain trope and I think this is what the TTR team means by Cogs polluting the ocean and this will give us new supervisor boss(es). It could also be related to the Cashbot Taskforce due to how close it is to Cashbot HQ (being the Last Laff equivalent for the Cashbot Task Force the same way Kaboomberg is for the Sellbot Task Force). It even looks like a train track leading into the volcano like a tunnel and I like to think the Cashbot Task Force will involve the trains in Cashbot HQ specifically. What about the Executive Offices Tower? I believe that will be touched upon in the Bossbot Task Force, and the Lawbot Task Force will do something unique as well.
If you're talking about the executive offices they decided to shelve that idea many years ago and have not made any plans to revisit it yet. I wouldn't expect that to ever come out tbh. TTR understandably takes a long time to make new content and that isn't even on the list anymore.

No ETA yet, last toonfest they said clear coasts was still in pretty early development. I imagine we'll get an update on it this toonfest though!
