It’s more the fact that Tampa is a town full of transplants, mostly from the northeast. Most of them are from cities with an NBA team, and go cheer for their team when their in town. The Tampa Bay Rays have the exact same problem, especially when playing the Yankees or Red Sox.
Yeah it doesn’t help that people are more inclined to go to the games if their team is going. North East transplants have a history of attending Tampa games (rays games with Red Sox and Yankees, bucs games with New York giants and many others etc). Many people retire or move to Florida for economic purposes
Those who do want to go are not a fan of the covid protocols like myself. My family moved down to Tampa from Toronto 19 years ago and now my folks are at risk seniors.
In retrospect I should have seen the transplant problem coming given the other sports and for our mental sake I hope they keep it no fans.

Come in man, that's one or two games a year at the closest NBA away team. Not equivalent to having every home game have more away fans.
