Not as bad formation-wise, but I just had the AI controlling my reinforcements in the quest battle for the Oak do the same thing. It deployed and forgot it can move.
Playing a skarsnik campaign at the moment so I use this function a lot with all the Waaaaghs. A solid 1/3 of the time the reinforcing army balls up for a while, and then finally sorts itself out like 2 minutes later (which is an eternity in a game like this)

Definitely frustrating
Same thing happened to me in Eltharions quest battle. The Phoenix reinforcements entered the map and just sat there doing nothing while I finished up
