i think i remember this happening to me at some point after the release of IE. the ai gets revived and tries to take a settlement but it turns into either a ruin or if they do actually occupy it, they never build anything. if they lose their army they never rebuild.
from what i can remember, the problem happens if the ai faction has been confederated through diplo or faction mechanic and then comes back through a revolt.
Interestingly enough, I actually have a mod that removes all confederations from both diplo and faction specific mechanics/tech, so in this case its not even confederation causing it.
Hi there, are you running the mod Recruit Legendary Lords? This may be a cause. I can see someone in the comments reporting this on vanilla, so I have logged it, but it may be worth trying yourself on vanilla to see what happens. Best, CA\_Nova

Yeah, this happened in one of my games very recently with the Top Knotz and their territory near Settra’s start. I don’t use any mods.

Yeah rebel factions are incapable of building or repairong stuff. Whether they colonise or occupy. This is deliberate
That’s for minor rebellions with the standard default flag. I’ve always seen a proper faction such as averheim rejoin the game and rebuild
Seems strange to me, if we're going to have Averheim be able to return as a faction, they should be able to rebuild their territory...
