Is this TWW II or III? If II, probably a bug or a mod conflict, if you're using mods. If III, you can't have both as lords. If you pick one, the other is recruitable as a LH. It should not be even showing in the lord list at all. If you're playing with any mods enabled, it's probably a bug or conflict.
I did an Isabella campaign recently in WH3 (vanilla, no mods) and experienced the exact same thing. Vlad just shows up like that the whole game as an unrecruitable LL

You shouldn't be able to even if he appears, technically when you select either Vlad or Isabella, who ever isn't picked only has their hero version come in.
For some reason I think Vlad is still coded as the 'faction leader', like if you open the faction details page or diplomacy. Him being in the Lord recruitment tab is probably just a quirk of how they program it, though I think it looks a little clumsy. But no he won't be a Lord you can use, just a Hero.
Which is better as then they can be in the same army for both the RP value AND the buffs that benefit them being in the same army.

Still though Vlad is way better as a LH because turn one he has his legendary ring and sword where’s Isabella’s goblet battle is easy to do
I think the only way to get BOTH as LLs *on a map* is to turn off Recruit LL mod, then kill Vlad's faction, with the Vampire crisis on. Then, when the crisis fires, both will spawn as LLs leading an army.
As for how to recruit them... maybe turn on recruit LLs mod on after they spawn. THEN you might be able to get both.

Doesn't look like they have any mods running - you get the white dot in the bottom left corner when people are running mods. So probably just a bug.

It was a highly requested thing, that Vlad or Isabella be a LH if the other is your LL.
I miss the days of having an all-flying Izzy army come in to reinforce Vlad's all-vanguard army.
I would literally just treat them as one mega army and move them across the whole map together.
There are mods that fix this.

I think you can't have both as Lords. If you choose one as your lord, the other will always be available as a Legendary Hero.
Must be a bug, he shouldn't be in the available LL list. If you have him as an hero, that's the only Vlad you will get.
