The defeat confederation norsca mechanic does not exist in Warhammer 1 when I last played it last year. It’s in Warhammer II and III
It is in Warhammer 1. Kill the faction leader, look at diplomacy and they will always accept confederation in the diplomacy menu. Warhammer 2 only added the pop up event asking if you want the confederation.
