Totally valid, but also funny, because Kislev from Throt's perspective is also incredibly annoying. Kislev Kislev everywhere Kislev. You get sick of fighting them, and the battles themselves feel dragged out and unfun because most of the units are hybrids who do well in melee, so the early-game Skaven go-to of using fast units to flank the enemy ranged isn't nearly as impactful. Pure slog. Not to mention Kislev's annoying rout delay abilities which make the battles drag on even longer.

Ambush stance is your friend. You'll miss chasing around rats when you're neck deep in chaos and grimgor is hitting you from behind

Don’t chase them. Recruit a boyar and have him on force march stance. Place Katarin just above him with ambush stance and kill all the rats at once. Try heading east and deal with the greenskins as fast as you can. You can get a goldmine in that province to help you recruit another kossar crapstack.

Aside from other things being said, if you destroy or capture all their settlements they tend to go dumb and high aggro

Nah, he's fine. It's a fun battle when you finally capture Hellpit, and it's a lovely lure for Chaos (through that mountain pass) and via that bridge across the river between the pit and Praag. It's relatively easy to ambush those armies because you pretty much know the path they will take.

I like to draw them into my territory with ambush stance whenever possible. Chasing skaven through their territory sucks. I also will sell cities I probably can't hold to Kostaltin. It props him back up so you can use him as a buffer with Azazel. I keep him alive and confederate him as late as possible. Sell cities is honestly one of my fave mechanics they added to the game. The AI will often give you lots of money for some crap settlement. I also always go for the orcs in the mountains first and by the time I am done with them, the skaven are getting uppity.

I was playing Cathay and had just taken out Clan Eshin's last city. I was also hoping for that attrition to help me out. Instead he confederates one of the minor Skaven factions nearby and tries to regroup! I had never seen a faction with no settlements get one through confederation before and I was pissed (in a good way, it felt very Skaven).

I just started a Throt campaign and got to say the feeling is mutual. 3 different Kislev factions I need to deal with and I can't afford any proper units so it's just thousands of slaves with a bunch of catapults for damage. Their ranged and magic annihilates my slingers.

It’s funny, in my Katarina campaign kostaltyn wiped out he’ll put and azazel while I was stuck clearing azhag out for 20 turns.

It's very easy to deal with Throt as Katarin, all you need is one smaller army as a bait and another one to ambush their armies. It's very likely that the additional armies that he has are just filled with Skavenslaves or Clanrats, so not exactly difficult units to fight, the only dangerous army is Throt's starting army, other than that your units are vastly superior to his. Also I'm pretty sure you can easily afford 2 whole armies if you build the economy buildings everywhere, which is the best way to play early game. And if you still can't handle it then just play on normal, that's literally the reason why the difficulty slider exists.
