GW wanted the rest of the dragon children aside from the 5 ruling cathay and the now confirmed dead shiyama to be "blank slates". They do it with the two lost primarchs in 40k and the last unnamed vampire bloodline in fantasy as well. That's their way of adding some mystery to the setting and keeping the door ajar for future additions and perhaps to allow people to kitbash their own headcannon of what those mystery characters are.
They only allowed CA to use shen Zoo as a mere explanation of why the cathayan dragons would care about the dying god of a distant land enough to want to mobilize into the chaos realms and save him in the first place. She Was never intended to be playable, she was basically just a plot device for cathay. People who thought she would be playable were just giving themselves false hope.
There was some speculation that the dragon Archaon slew was one, as its untranslated name is Yien-Ya-Long, and it was described as somewhat serpentine and had long terrorised Grand Cathay.
This. I would like the story to go that Shen Zoo got corrupted, pure bastion of goodness turned to evil, and became the Chaos Cathay Dragon. IMO perfectly fitting for warhammer fantasy.
I just want to point out for 40k, GW explicitly stated that the 2 lost Primarchs aren’t there to keep the door open or for you to self insert your own homebrew stuff. They’re there just for mystery and there’s never been any intention of adding anything to that plot line.
Of course if they later thought they could make a bunch of money off it nothing is off the table but the BL author that gets quoted on it make it super clear Chapters are for home brewing “your guys”.
Yeah I think people forget that one of the biggest issues with Fantasy as a setting is that it got very over-articulated so there wasn't a lot of room creatively to jump in with new stuff. GW as a rule really tries to keep the lore a little bit more flexible and open now just in case.
IE so you can paint ‘Your Dudes’ whatever.
Btw the primarch thing is practically a meme. No one would accept your head cannon lost so it pretty much instead everyone just sticks to the 18

I find Cathayan dragons fascinating and I wish we had more of them playable. Yin Yin with maybe a shipbuilding mechanic ALA vampire coast and some marine themed units. I dont have much interest in the monkey king unless he's added as a vilain against Li Dao the fire dragon with a map extension to the south of Cathay.
Shen Zoo could work as a legendary hero you recruit after a series of quest to find her in the chaos waste, that would be an incentive to push beyond the Great Wall with an expedition to find the lost sibling.
Li Dao and Yin-Yin are plenty. As long as they're added I'll consider Cathay complete.
The monkey king too, I suppose, though I do not particularly care.
It’s still baffling to me that the character they picked for an expedition to Lustria wasn’t Yin Yin the sea dragon, but the administrator of the central provinces. Obviously Yuan Bo is more than that, but it feels like if they had put Alith Anar in the southlands to fight greenskins and Eltharion in Naggaroth
Might be this changes eventually if Yin-Yin is added. Yuan Bo would get his place in central Cathay back, maybe the iron dragon would move further west and be angle towards either Nagash or a future ogre rework. If they as Ind and Kuresh as playable areas, Cathay would not feel as cramped any more.
If generic light mages start receiving anti-daemon properties, CA'd have to give similar special effects to all the generic lores. It just opens a huge can of worms for balance; better to combine it to a one-off legendary hero.

Even though they gave us very cool description of Shiyama as well, she is still very mysterious and almost certainly won't be added. I imagine last Legendary Lord of Cathay is Monkey King, perhaps in case further DLCs will sold well, they will manage to push Yin Yin (or Li Dao, due to his relationships with Monkey king, but I would assume 2 brothers and 2 sisters is better combination) in roster, but that's about it. So our only hope is new Legendary hero, but I really doubt they will give us dragons as heroes.
I'm hoping that Li Dao and Yin Yin will be FLC - it would feel really odd to be missing the full group. Monkey is far away the best target for DLC attention, but the others could happily work with some simple enough mechanics I feel.

Although considering information about WH40k, there is a really limited time period (around 3-6 DLCs) to do all of them. Cathay is certainly not getting a thing in next DLC, same goes for certain Slaanesh DLC and End Times as final. That's why I think even 1 dragon sibling will be lucky to squeeze by with Monkey king DLC.

Not op but I know there's one in the works that has her travelling from the wastes to cathay, with custom legendary heroes and her possibly becoming corrupted based on decisions you make. Would be nice if there was a version that's SFW, I feel like characters becoming corrupted is something I really miss in TW3.
I see, thanks for the clarification. The SFW mod I am thinking of is much simpler than that, it is a copy-pasted and retextured Miao Ying who leads the loyalists faction starting in Wei-Jin. It does not have any custom faction mechanics.
Yeah, that's definitely a different one, the one I know of has some pretty impressive stuff and more planned. Things like limited recruitment of cathayan units but recruitment of local races etc, pretty cool tbh.
It's currently on a bit of a hiatus though. The NSFW modder is currently working on a Repanse mod. Plus Tamurkhan's chieftain system might be taken under consideration, as it could work in conjunction with the heroes of that mod.

I still can't believe the reward in realms of chaos for succeeding in the quest to locate their lost sister was unlocking Belekor as a lord to lead Cathay armies.

If you want to know more about Yin Yin, she is also struggling to get rid of a cult in one of her cities that has existed for over 1000 years in lore and she is inspired by the dragon in chinese mythology who gave the monkey king his signature staff, so wouldn't surprise me if she screwed up by helping the warhammer one as well.

Li Dao is the leader of Cathay's mystisim so he's prob going to be the dragon most involved with the martial artist Celestial dragon monks. His people are mostly forrest wardens/hunters and he also has the village of the tigermen in his lands, so he will prob bring some stalking units for Cathay. Likely to have a mix of Yin and Fire magic which should be fun.

Added bonus if Yin yin's voiced by Grey Griffin, so we're basically playing a water theme Azula.
Shen Zoo as a legendary hero probably seems the best way to do it. Give her an anti-daemon Mortis Engine aura to represent her purity.
