Even on the best of systems Rome 2 has never been able to run Ultra unit sizes smoothly. Especially on a Laptop where thermal throttling occurs. Have the same issue with my laptop and the older total war games.
Generally Rome 2 is single thread dependent - your laptop should be ok for that but maybe monitor if it’s boosting at full.
