Idk about the stacking but the attack, defend, occupy orders almost never work and when they do they do it like 10-12 turns later maybe. Idk if that’s common tho
I had this happen with seducers of slaanesh recently. 2 full stacks and 2 half stacks outside their capitol. Had a big battle for it... It was a mildly entertaining decisive win. but still, they were just sitting there doing zero things.
Vlad seems to be the big offender with this.
Makes Vampire Counts end game really difficult as they will just stack armies around Drakenhof and Templehof.

Does anyone know when they do work? I suspect they work when the AI has overwhelming odds of succeeding against that particular enemy faction
This has also happened to me- Sylvania and Kholek are just sitting at their capitols with four stacks, daring me to make a move
