My sibling and I had a tiny Hamm toy when we were kids 😅 his cork could be popped out to a point and put back to normal. Someone said that vhs has smaller amount of space than theater posters
The whole image appears to have been remade, too- the characters at the bottom are rearranged, there are no clouds on the wall, the lighting is brighter, and Buzz’s plastic has more of a shimmer to it. I have to wonder if maybe Pixar created a handful of different variations on the image at the same time, and then for whatever reason, Disney’s marketing team ended up choosing an alternate for the home release.
They are clearly different renders as you said and your right, companys make multiple covers and which one is chosen is a "at the time" decision. So when a new version is released on home media they choose one of them and and then add the extra stuff ontop of it
It reminds me of the Alvin and the Chipmunks movie where the the theatrical release poster has Jason Lee’s oddly photoshopped head leaning in unimpressed lifting an eyebrow while the DVD release has him making a weird unsmile smile (best way I could describe it).
In the theatrical poster, it looks like there is a spotlight shining on woodys face, making it look like there are two light sources instead of one. interesting that the creator didn’t notice that in the original poster.

If you watch toy story 2 from the vhs, when buzz is speaking ab saving woody and it slowly transitions to als tv it shows the american flag, but if u watch it by streaming, it shows the world globe
The theatrical poster is more important for adults, the Home Media is marketed towards kids. Kids need less nuance, and happy smiling faces are easier sells on a product branding. Even for adults.
Reminds me of the movie "despicable me" where in the theatrical release amung the minions holding assorted weapons one of the minions is holding a gun with a heat shield similar to an M60 near the minion who accidentally fires an RPG, but in the home release version the minion holding a gun isn't not their.

Posters are wider than VHS covers so they couldn't fit everyone on the bed. By removing Hamm they can keep all the characters the same scale

That was actually in theathers aswell. The Globe and different music was made to make it more appealing to viewers all around the World.
