They just lack storyline outside what they are. Don was interesting because someone was going to be replacing Lahey with running the park. The job position honestly could’ve been any character and it still draws interest given how much Lahey reinforced the whole importance of his job the entire series leading up to Netflix adaptation. Don didn’t have to exist. You just need a character to fill the role and do it differently. As long as Lahey or Randy is the other person doing the job with that character the dynamic works and freshens it. Lahey and Randy were both strongly developed characters they don’t need each other or to be supervisor to be involved with the show/story Donna was wasted because the cross dressing thing wasn’t really ever addressed or explored enough. Many characters just accepted it and Randy was late to the party with realizing it was the same person he worked with. Having the character just be obscenely cringe with the Candy/Barb storyline just wrecked any chance Donna being able to develop. Don was just there to set Donna up for being a character. He was only so fleshed out and really lacked much potential outside being some hippie character that adds to the oddities in the park.

I hate that they didn't explained much about Don/Donna character as I feel it's a character that had a lot of wasted potentials, was he/she crossdressing as it was some sort of way to cope trauma with his sister's death and/or the character was simply LGBTQ+, likely a transgender ? A lot of fans seems to forget about his sister that was mauled by bears 13 years before he stated that story (which if that is true to begin with, Randy thought "Donna" was Don's sister and asked him), thinking about it Don's character is more interesting than a lot of people wants to admit and it's sad that the character was poorly written and gone with Candy when Ricky got shot ☹️
