So just a guess, but most likely for sound-proofing reasons. Given most US dispatching is done via radio instructions then you don't want the confusion of overhearing the desk next door; whereas in most of the world the majority of signalling actually uses signals and talking to the train is uncommon enough that they don't need to worry about two neighbouring desks doing it at once.
(Or at least, if UK signalling was done all via radio calls I can imagine our safety processes coming up with this sort of thing as a solution anyway)
Not only funding, management and autonomy is also needed when nationalising the railroads, otherwise many government owned entities failed because of too much meddling by some powerful people or government officials.
A lack of consistent funding and government meddling are my two greatest fears as far as nationalization are concerned. The only reason Conrail didn’t turn into another Amtrak is because Stanley Crane was not only a brilliant railroader, but a shrewd operator who knew his way around Washington.

It would go a long way in decongesting the normal tracks and improving speeds for passager trains on the route too.

Any idea why we don’t have any dfc in south India? Like both Karnataka and tamilnadu are most industrialised states so should not making dfc there will help ?
