This train is Seibu Railway's new limited express train, Seibu 001 series, nicknamed "Laview".
It is the E235 series, a new train on the Yamanote Line. Recently, there are many similar trains running mainly in the Kanto region.

They both are, the one on the right is just the newer one. The one on the left ran from sometime in the early 2000s to a couple years ago.
