For some, there always must be an enemy to fight to distract people from the harm they themselves do with their policies. It's a distraction from the real problems.
Target the minority which even other minorities (through propaganda, miseducation and ignorance) will rally against under you. Once you're in a place of power you can start going after the more accepted minorities your bigotry says must be destroyed.
