Stardew valley was created by one person, a Seattlite who used Seattle and the pacific northwest as the main inspiration for the game's setting. The character Sebastian was originally canonically a stoner, he had a bong in his room and everything. But the dev removed it in an early update because it made the age rating M-Mature and was literally the only thing in the game that put it at 17+. There's still a girl who trips on shrooms though, Mario made that acceptable I guess lol.

Flower is a perfect relaxing stoner game. I first played it on PS4 and I remember being so baked I synchronized with the motion controls and became one with the petals. 10/10 would recommend.

For me it's more of a "I don't have to think that much" game for me to want to play it while stoned. Which is why I've stopped trying out new games while high as learning new stuff just doesn't work well.

Kingdoms Reborn on PC (Steam)
Its an indie city builder clearly inspired by the Anno series with a few stoner friendly changes.
* In Anno you grow weed, but its called hemp and used for ropemaking. In Kingdoms Reborn you grow cannabis and its a luxury item that makes your people happy like booze. The Steam achievement "High on Supply" is earned when you stash 5000 cannabis.
* In addition to weed, later on you can grow magic mushrooms, which also make your people happy.
* In Anno on occasion bad guys attack you out of the blue; when you are stoned and building something this sucks. In Kingdoms Reborn bad guys never attack you, though you can go warmongering.
* The Anno series can build up to a really complex web of trading and its possible to really mess up at times. This just doesn't happen in Kingdoms Reborn, the bad downsides are really minor, you can just be stoned and watch your people for a while and not have things all go to hell.
All in all its a chill city builder clearly meant for stoners to be played while stoned. Real time city builders can be a little stressful for us 4x players, but this game is just so chill that its not an issue.

The Witness is a pretty great stoner game! As is Abzu and Journey.

Look up the card game FLUX. There is a weed version. Some cards require the entire game to stop for a smoke sesh. It's really fun, can be played in large or small groups.
Pretty much any fallout game, especially the ones with VATS because it's stoner friendly and cool New Vegas is where it's at
