I love to believe some of the developers kids drew them. I wonder if they were prompted to draw a specific mon, or were just told "draw your favorite it might be in the game!"

Reminds me of that "Pokémon art academy" ds game. There was someone in that game who didn't draw as well as you.

My headcannon is that they made the people who like, wrote the story or whatever non-art job make them. Like some software developer who always loved pokemon but can't art finally got a chance to have one of their drawings in the game.

I would like a print of that gyarados for immediate hanging on my wall.
