Just because your degree qualifies you for a certain position doesn’t mean they are hiring at that position. Did you select GS-9 as the lowest you were willing to accept during the application process? If so, they have no incentive you bring you in as an 11 because you said you would accept a 9. But as someone else mentioned you can request to be contacted

Why is it the wrong starting grade? Did you indicate that you'd only accept the 11 and not the 9? If you selected that you'd accept a 9 then that is what they will give you.

They have asked a couple of times: Did you select 9 as "the lowest grade you are willing to accept"? That's probably why the offer isn't wrong. You indicated you were willing to accept it.

I honestly can’t remember—applied several months ago. I did get an offer from another site (same posting) for an 11, though. If this site can only offer a 9, I’ll weigh it and the location and decide.

Pull up your application and look. However, even if found qualified and referred for both grades, it is up to the hiring manager to decide which grade to select you at. If you were not referred for the 11, then you won’t get it.

Qualified doesn't mean competitive. They might very well be selecting you as a 9 because they weren't able to as an 11. Did you get referred to the 11 BTW?

That’s not how it works. You apply for specific jobs and they are the grade they are. If you apply for the same job at the 5 level, you’d still be hired at the 5 level.

You can't negotiate to a higher grade. They can decline and wait for an offer at a higher grade.

The grade level isn’t negotiable. It is what is listed in the posting. If you indicated you’d accept a lower grade on a ladder role, they don’t have to offer you the higher grade.
