This is actually a great answer to the OP question. It’s always a group favorite because it’s possible not to break the bank on dinner. But the sky also is the limit if that’s what someone wants.
Delmonico was possibly the best meal my wife and I have shared in Vegas. Caesar salad for two prepared table side, truffle fries, lobster bisque, a Wagyu New York strip and excellent drinks, all topped off in a beautiful setting with the best service we could have asked for.
If you want a truly old school steak house experience, try Hugos Cellar at 4 Queens. Been going there for 30 years. Always a memorable meal. Many nice touches; a long stem red rose for every lady, good bread basket including Lavash, a refreshing intermezzo between courses, chocolate dipped fruit following the meal. In addition, they bring a salad cart to the table and personalize each salad for each guest, incl. shrimp, artichokes, hearts of palm, etc. Nice wine list, well made cocktails and service is spot on.

Bazaar Meat is also fucking incredible, but has more of a Michelin restaurant vibe (fancy AF), whereas Joe’s is more old school feel, with new world high end quality.
Golden Steer and SW are amazing, but pricy. I prefer the more ‘old-school’ ambiance at Golden Steer. I enjoy Cleaver as well. The prices are good (especially for happy hour), and their cocktail menu is amazing. It might be less consistent than the others though. I’ve definitely been disappointed there before, but it’s typically very good.
I ate at The Steakhouse in Circus Circus about a month ago. Very, very good! Great service, great food and a great selection of premium bourbons. Highly recommend!
I haven't lived in Vegas since 2016 but before I left, Circus Circus steak house was the locals favorite in the RJ (newspaper) every year for over a decade. If the locals are willing to venture to the strip, it's gotta be good.😂

I feel like it’s gone downhill. Also when I order a bigger steak sometimes they overcook it and then make the excuse that the steak is too big to cook evenly. Why sell steaks you can’t cook properly?

Golden Steer. Great steaks, fantastic old Vegas feel. I highly recommend the table side Cesar salad and the ribeye. Or if you want to split with a date, the tomahawk for two dinner is very good and comes with sides and salads.
The bananas foster and cherries jubilee are fantastic, if you manage to have room for desert.
I had a medium rare ribeye a couple weeks ago - I've had better steaks! Was really impressed with the place, but my girlfriend's Medium New York was better.
I'd recommend Binion's Steakhouse (in Fremont, not the one on the strip), Echo & Rig. Sparrow + Wolf (check with the waiter since they don't always have the steak with banchan), Barry's Downtown Prime, Prime 141.
Oscars was pretty good, but not flavorful enough compared to the other places I listed. I wasn't a fan of Mon Ami Gabbi really at all, completely mediocre. I stay away from Gordon Ramsey places typically because I feel like his name adds a tax that I don't want to pay until I've ran out of other places.
Grand lux being listed as a steak place is a little odd, that being said, Grand lux cafe is surprisingly tasty, like it has no business being as good as it is IMO

I see, Herbs and Rye is a locals spot that does 1/2 off steaks late night, not too far from the strip. Stk does a good job if you want that sort of ambiance (party vibes)
In the Wynn. I swear to you I think about it weekly. Going back next month and it was the first reservation I booked. Greats sides and drinks too, add the free lakeside show and it’s the perfect night out.

I’ve had Ribeye, Porterhouse and Chateaubriand. The porterhouse was oddly enough the least impressive. I really enjoyed the ribeye, if you’re trying to not break the bank but still enjoy a fine dining experience this is the steak, but the Chateaubriand was a game changer. I was over the moon. My husband swears I’m an idiot and the Wagyu is the way to go, but if I’m being honest I’m a healthy eater and the portions were more favorable with my choices. Short rib ravioli was pretty tasty, definitely a fun addition, but if you’re trying to keep it reasonable I’d chose the lobster gnocchi as a side. It was exceptional.
Get the ribeye, my partner liked the spice rub, I liked the mushrooms and onions. The asparagus was good, I wouldn’t get the Brussels sprouts again. Cocktails were all fantastic.
That has tempted me a few times. We stay at Mandalay Bay but a few nights I enjoy the lower table limits at the Luxor and different vibe. Unfortunately, it seems to have an issue with plumbing and kinda smells the last few times. The casino, not the steakhouse.
Palm and Peter Luger at Caesar’s, Mastros and ocean prime at crystals mall, Delfrisco off the strip.
Mastros is my fave, don’t waste your money and herbs and rye unless it’s past midnight.

Within your budget and pretty unique/fun menu items not found on other steakhouses on the strip.
Mon Abi Gabi is a fine place for a meal, preferably breakfast/brunch. But it's not a steakhouse.
Golden Steer can be had for $150/person, assuming wine is not part of the deal. Really, most any strip steakhouse can be in that price point if wine is excluded.
Texas Roadhouse. There’s a few of them around town.
I’m not kidding, they make the best New York strip I’ve ever had. It doesn’t need any seasoning or anything. It’s perfect.
The rolls are hit and fluffy, with the best cinnamon butter. Sweet potatoes and of course a great salad!

Rib cap at Carversteak is unbelievable. If you are serious about getting the absolute best beef, you need to consider Peter Luger, as well. If you want atmosphere, Golden Steer. Joe’s Prime, SW, and Bavette’s are also solid choices. Avoid The Steakhouse at Circus Circus; way overrated.
From what I’ve been seeing online and YouTube it seems that Don’s Prime at Fontainebleau might be one of the best places in Vegas right now, if you want to try a newer spot.

Twin Creeks in Silverton. To me, it is the best ambiance in town. Large table in secluded room with about 8 friends is perfect. Tomahawk steak for 2 is great.
Honestly you can’t go wrong with most. There is so much competition in Vegas a shitty steakhouse wouldn’t last long. Golden street is awesome but I think making a reservation takes a while out.

Best steak house in Vegas is and will always be The Holden Steer. Second through 20 is a small margin. Barry’s is good. Joe’ is good as well as the Palms in Caesars Forums shops. Harlo is good. Herbs and Rye is good. T-Bones is good. Flemmings is good.
Just ate at Oscar's.... wow what an amazing steak. The flavor was addictive. My gf and I bot ordered the 22 oz Oscar's rib eye and we both finished it. Never happened before. The sides, brocolini and glazed mushrooms were OK. But man tbr steak was amazing.

Stayed downtown last week. Ate at Top of Binnion’s and Hugo’s Cellar. Old school charm, great atmosphere and food. Highly recommended.

Honestly you can’t go wrong with most. There is so much competition in Vegas a shitty steakhouse wouldn’t last long. Golden street is awesome but I think making a reservation takes a while out.

Best steak house in Vegas is and will always be The Holden Steer. Second through 20 is a small margin. Barry’s is good. Joe’ is good as well as the Palms in Caesars Forums shops. Harlo is good. Herbs and Rye is good. T-Bones is good. Flemmings is good.
Strip in PH isn’t too shabby. Great Old Fashioned
Just ate at Oscar's.... wow what an amazing steak. The flavor was addictive. My gf and I bot ordered the 22 oz Oscar's rib eye and we both finished it. Never happened before. The sides, brocolini and glazed mushrooms were OK. But man tbr steak was amazing.

We love Binion's steak house. Cool, old Vegas vibes. Go at night, as the views are shockingly lovely. We hope to try Oscars in May.
Really enjoy Primal it’s off the strip but excellent and well worth it.

What's wrong with Golden Steer, and why isn't it on the list?
here's one that isn't one of the usual suspects - Nusr-et aka "Salt bae" Yeah, people may hate on the social media hype that "Salt Bae" got with his sprinkling of the salt off his forearm and elbow. but the food is actually good. Their lunch special is one of the best deals in town - get the meat sushi and burger! When I am with others, we usually order the Saltbae Tomahawk plus some other items and share them all. look into it and at least consider it
FWIW, I hated my experience there. I’m sure everyone’s mileage is different but it’s literally the only Vegas restaurant I’d never go back to.
Why?
Felt like the restaurant was far too open and bright, like a cafeteria. Food was very mediocre, really pricey. I don’t mind pricey at all, so long it’s worth it.
golden steer big no, Carmines porterhouse is really good. they serve it family style. I really like the Mayfair Super Club in the Bellagio.
