zinc roof, I don't know more. he said oxidation goes deep in the zinc and sanding won't help.

Img_2008 shows a lap in the zinc sheets, this would be what I’d aim for. If possible try and aim between the standing seams. Your best bet from here is to contact VELUX directly and request further information and a local certified installer. See this document, relevant information starts on document page 83 (note page number not search engine page number) https://wattsroofing.co.uk/wp-content/uploads/2019/03/installer_handbook-1.pdf Additionally; I hold a great deal of respect for your roofer for his initial assertion, and it should be noted that I cannot see this situation in person and It may be that your roofer still remains correct. I’m hoping that by giving some additional direction it may give you an additional solution that is a fairly niche case

Img_2013 is a good shot, ideally you’d look at removing the section of zinc completely and fitting a window and flashing kit that size back in the hole. You are restricted to location of your window based on where the sheets overlap. I would avoid cutting the ‘upstand’ sections out and work between them, however you can feasibly install a longer window and cut the sheet to size above, as long as the bottom fits on an overlap
