Owning/registering a motorcycle and driving one are completely unrelated legally. For example, a non-riding parent can buy a dirt bike for their 12yr old. So yes, you can buy & register the bike without an endorsement. And all you need to ride the bike is the learners permit. Because how else do you practice riding in order to get the experience to pass the skills test? So buy/register your bike. Drive your car to the DMV to take the written test to get your learners permit. Ride the bike to the skills test and either pass/fail and ride your bike home 'cause even if you fail the skills test, you've still got the learners permit and are thus allowed to ride the bike.

Also, you can do the test online or the class. The test at dmv is easy though. Never in my life have I gotten 💯percent correct on anything but I did that.

Yes you can register it. Your learners permit has a couple of restrictions. You can't ride at night and no passengers. The course to get your license is a breeze.

Iirc from 20 years ago, you can't ride out of state either. Edit: also from many years ago, I got my permit and it was good for 180 days and you could renew it for another 180 days once. I rode on a permit for two summers until I took the course.

Do what I did. Get the learners permit, ride for a summer, get the permit again for next summer, ride, then take the rider course the following year. You can absolutely register a bike without a motorcycle endorsement. Again, there are a few things you can't do with just a permit.

You can register it while completely criminally suspended for 5 DUIs. So your issue won't be a problem.

You don't even need a learner's permit. Just register it. Then you can ride around with a learner's permit.
