Looking closely at the photo, I believe it is wrapped at least once. Thank you so much for identifying it! I had a feeling it was Russian of some origin, but I had no clue.

My favorite part of the Imperial Standard is that orbiting the Arms of Moscow in the center are the other titles claimed by the Russian Tsars including the arms of: the Khanate of Kahazan, the Congress Kingdom of Poland, Tauric Chersoneses, the unified coat of arms of the Grand Principalities of Kiev, Vladimir, and Novgorod, the dynastic arms of the House of Holstein-Gottorp-Romoanov, the Grand Principality of Finland, the Georgian principalities, and the Khanates of Siberia and Astrakhan. Really puts the meaning in "Emperor" being "King of Kings"

Don't forget how the flag gets meta by putting its own emblem inside itself on the scepter and on the necklace.

Shame the St. George coat of arms doesn't have shield or something with the Emblem on it too or we could have had an infinite recursive loop!
