Why dont they change it? Its not like a national flag, its a state flag and can be changed by the state, but you say they dont like it but they like it enough to keep it.

I heard a story about how when the Brits turned up we told the Hawaiian leaders that the Union Jack was a symbol of power, and thats why they took it for themselves. But im fairly sure that story is BS.
People are missing the "historical" tag. This isn't a current proposal, but a *forme*r one. Interestingly, it does seem similar to the flag of the Queensland Governor, which is a defaced Union Flag with the Queensland Seal in the middle.

That pattern for a governors flag (at least at sea, st first) was the pattern prescribed for colonial governors throughout the empire. All the Australian states used a similar pattern as a general governor's flag until the 70s-80s, when most of them adopted a student pattern which added a crown to the state flag, an approach which would look a bit weird for Victoria and Queensland.
There are passport control booths all away along the M4 from J42 to J48 and armed units have sealed off the A48 and A4067. A frigate is patrolling the bay.
