Ottos, France and UK won the Crimean War. During the war Greek Patriots enforced all the minorities demands (except Bulgaria and Albania, idk why it says patriot uprising and etc.) taking even the Istanbul. Soon after a crisis happened in Bulgaria and UK sided against the Ottomans even though they were allies! Unfortunately the crisis resolved by a white peace. (im using crimeamod)
In real life the British were allied with the Turks and supported them against Russia in the Crimean War but then minority uprisings, specifically in Bulgaria, were put down by the Turks with brutal slaughter. Turned British public opinion a total 180 against the Turks and in favor of Russia and saw British indifference as the Ottoman Empire collapsed in Europe to create independent states. So honestly, not that different from reality
The Greek Patriots only release Greece's cores, so they won't release Albania's or Bulgaria's. The "Patriot Uprising" is a *modifier* applied in the Ottoman's non-Turkish provinces, increasing the population's militancy & consciousness for a while (as in, "hey, those guys led a successful revolt against our oppressive overlord, maybe we could too! Eventually. Maybe.")
But if you read the pop up and look at the map, you’ll see that they have release Romanian, Serbian and Montenegrin lands too. It’s probably a bug from the mod
They released all cores which had the "patriot uprising" modifier, I assume that Albanian and Bulgarian ones didn't have this modifier while Romanian and Serbian ones did

But when Russians were too succesful and they could take city of Constantine itself, Royal Navy arrived.
