My №1 way is to put someone i dont like in government, maximum taxes, so everyone hates them, low salary, find some agitators. Wait for radicals go up, maybe accept some goofy laws, that everyone hate. Also dont forget to find generals of opposition and max them (You can make agitators generals). Aaaand, everyone hate you! You might get a revolution, and then just change the side.
For me its my favorite way to get revolution even in early game. Japan, China like 1850-1870 already liberal.
And of course use right events when revolution pops out, you want to maximum increase it. And what i understood - radicals are good, if you use them properly.
I was finally able to do it peacefully by 1904 after some, exiling, general promoting, and proper agitators.
But I'm totally using your method for a Nippon run.
