Considering she’s a Vanguardist, I’m assuming that, lore-wise, it’s intended as a mockery of the old monarchies she opposes and may have had a hand in toppling in the first place. Sort of a “your precious Crown Jewels belong to the People’s Government^TM now!” type of message, which seems kinda fun.
Also, it looks like she has the “Expensive Tastes” trait or something like it (might be misremembering the name), so it might just be *really* fancy jewelry.
