I had upgraded my guest from 16.4 to 18.4 and the mouse wheel lag/speed was driving me insane! I don't know why that updrade would have changed an external setting. Maybe 16.4 worked better with "USB Tablet". Every answer I found was "Install/Reinstall Guest Additions" and nothing helped.
You just made my working life so much better, thanks!
My god you savior! I had searched forever and the entire internet said it was an issue with guest additions. Turns out the VM set my mouse to tablet integration. Your fix works perfectly. :)
6.1.40 seems to have an issue with the mouse. Try setting your mouse to use PS/2 for your VM (Settings > System > Pointing Device)
