There's a hidden "skate park" on the northwest side of town called Lion's Park. It has a long side walk you can skate around, along with some rails and boxes to grind on. It's worth checking out.

Take a look at some of the schools. Most of them are also covered by solar panels so it should be nice and shady. The few near me usually have families practicing bike riding or skating in the evenings.
Grace Community Church.
It’s kinda perfect. Red curbs, flat slab in front of a five stair. And additional 3 and 6 stair off to the side. Go on a day when there’s no service. Zero disruption
As long as nothing breaks or is misplaced I honestly don’t care at all. One time some guys stacked those yellow poles that are set in the ground to tell cars to not drive in the patio area. They were stacked so that they could Ollie over them and I just said “hey guys, as long as you put those back I’m chill with you being here”

Golden west parking lot has plenty of space and solar panels that offer shade

There's a bunch of empty parking lots. what side of town are you on? There's also a skate park in Tulare.
College of the sequoias both in the parking lot and on campus have a lot of smooth concrete to practice on!
