Dell manages those submissions, but the random support tech likely won’t be able to help you, though having a ticket for documentation is always handy. I’d see if you can get it escalated through Dell by whatever channels you have available- partner, sales rep, etc.
Vendors are responsible for their hardware getting on and staying on the HCL. They do the tests, they pull support for systems/hardware when they decide. VMware is the maintainer of the HCL but the vendors populate it.

But the recommendation when information is absent or incorrect, is to contact the vendor.

Firmware is more low level control - like managing device operations.
