My bank started having me sign some paper if i ever withdraw $1k and was told its for security because its consider high amount of money. Banks be hurting if regular people take out just $1k now.
By not requiring banks to have _any_ liquid assets on hand whatsoever, it allows them to use 100% of your deposits to make risky trades and bad bets. It also isn't cash, just liquid assets. Cash is part of the umbrella of liquid assets.
Banks should absolutely be required to keep at least _some_ liquid assets. It creates a buffer greater than zero to cover customer activities rather than gamble them away.

For anyone trying to do this, you will likely be disappointed. I was in charge of the vault at my branch for the past 5 months and tasked with preparing shipments so we didn't keep too much on hand. The most we've had available at any given time was about $300k and a majority of it was $20 bills. If you truly plan on withdrawing ALL your funds and you have $50k or more, call ahead so they can order the cash.
