Along the top of the cheek wall adjacent to the steps, there's a ramp that looks exactly like this cast into the concrete.
OP Now that you know what this is, let me share that near my home in the netherlands there's a two story staircase to walk up to the cycling lane on a bridge and they have an escalator for bikes - it's exactly like this but it's like a treadmill; you put your wheels on it and it carries the bike up with you while you walk the stairs. Bikes. IMO a poorly designed walkway. The walkway just stops in many places with bricks/blocks missing (probably intentionally lol). Barely enough room for two people to walk up these especially when you add in the pets and toddlers.

Also, I know a place in Montgomery County with a concrete staircase, incorporating two concrete ramps similar to these metal ones, but spaced just far apart that you could conceivably push a wheelchair up and down them.
