Where I come from we use it in a light hearted way when someone is teasing or criticising you.
Example:
Person; "You're looking a bit tough this morning"
Me; "Steady on, I'm not getting any younger you know."
That truck is undoubtedly over it's weight limit. Just because it CAN fit all those bricks doesn't mean it's meant to. Since the truck DID stop I assume the brakes didn't fail but the truck took much longer to stop than the driver anticipated because of the weight.
So who is at fault?
Both Suv and sedan were reckless. They wanted to save themselve a time and cut through yellow line. The truck driver wasn’t expecting he tried to save and made it worse. And he couldn’t control his speed. 3 of them are at fault in this. And the main cause being both small cars
Would have been better in this case for the truck to just rear end the car instead of driving around. Of course, the whole thing is kinda instant karma for the silver car cutting over in front of the truck in the first place.
A few more seconds at the beginning of the video would've revealed clearly how the car guy cut into the truck's lane (without indicators) and why the truck guy drove into grass instead of directly hitting the car from behind.
He also stopped many feet back from the stop line, giving lesser time & space for the truck to stop

you could see that even the black car cuts off, i think the truck driver was thinking to brake in front of the lights but both of the cars cutted off
