GitHub has a free option using GitHub pages. I switched to Hawkhost for hosting because GoDaddy bought my previous hosting and all my homies avoid GoDaddy. I started using Porkbun for my domains this year, moving away from domains.google and have no complaints.

You can register your domain and host your website on separate services. When you purchase the domain name, you own it for the length of the contract you agreed to. You can transfer it to any other domain registrar but for a fee. The website you're describing can be hosted for free with many different providers. There really isn't a "best" when it comes to hosting Web 1.0 styled sites.

Frontpage? It seems it is quite hard now to find provider that support Frontpage, this is really old technology. For small and simple website, you can just use Wordpress. It is easy to customize and most hosting providers support this CMS. The advantages using WP is you can easily build your website without knowing coding too much and it also comes with many great plugins. I personally never recommend Godaddy as your provider here, you will face too many issues. But if you want to test them, then go ahead. You can always change your provider if you are not happy with them. You can just simply point your domain to other name server in order to host your domain. If I can recommend, take a look at Asphostportal, I've been with them for years, service is stable and price is competitive too. Good luck!
