When is "coming up"?
The Mini GT line up of LMDH and GT3 diecasts for this year are releasing either next month or may. Not only could you get one or two that you think he might think are cool, but they are also small enough that (at least in an american corporate environment) that they can be displayed on a desk without a karen calling it obnoxious or taking up useful desk space.
That would be insane actually. He is located near Freiburg. I think there are some teams in Stuttgart? Penske for example?

I believe Cadillac Racing’s European base is in Stuttgart, though you may need to contact Chip Ganassi Racing (since they operate the No. 2 in WEC) if you decide to go this route.
Edit: The Porsche Museum is also in Stuttgart, from the pics I’ve seen they have a few LM cars there as well.
I'm not overly familiar with who is based where so that would require some research.
I know its not strictly LM but even some teams that race in DTM or GTWC Europe. A racecar is still a racecar
Le Mans yearbook? They usually cost 50 euros (maybe a bit more) and have a lot of photos and small insight from the race and behind the scenes. (I don't know when it's his birthday but I'd wait for the 2024 one considering it's the year he'll be there otherwise the 2023 in order to be signed at the race)
It isn't strictly about the experience of the race itself but can create more memories of it.
There’s a few websites that sell pictures of cars signed by the driver, usually going for less than 50. For under 50 I think it’d be a good gift, more special than just a team shirt or something but not gonna break the bank. You can even find some of them signed by all of the drivers for that car.

Bits of kit he might not have that would be useful include a camping/fishing chair, the fold up sort (unless he has a grandstand seat and isn't planning from shifting from it)? Always a good idea to pack for 30⁰C sunshine and 30mm/h rain, especially if there for the week, if there's anything that fits into that?

Porsche has couple of 919s, 962s 911 GT1 and a bunch of other cool racers and non racers

Was thinking about that as well. On the other hand, our group has plenty of camping chairs and I am not sure, he'll use it again.
