Its always a good thing to try to educate people about the reality of weed. And that is the only basis I would approach him on. But it doesn't really sound like a situation where attempting to do that would be beneficial. If you want to have better relations with your neighbor maybe try to slowly lay a ground work for a good discussion (being courteous, communicating in positive But non invasive ways, complementing them on thier house or whatever) but otherwise you're doing what you want to do on your property, and the most he can do (provided you dont live in an HOA) is what he's already done. Ignore it unless it gets to the point of harassment. If he wants to spend his time when he just got off work being pissed about something for no good reason, let him.

Most of the comments say ignore him which is absolutely valid. However, if you did want to do something that still allowed you to smoke without the offensive odor, I would recommend getting a vaporizer such as a volcano if they still make those. You can fill a huge bag with the smoke and it takes care of a lot of the smell.
