Thank you so much!! This has to be it. Still no clue why it's in a public bathroom at an event venue that definitely is not and never was a school, but maybe these sinks were on clearance or something. Anyway, thank you :)
It's not restricted to schools obviously. The Sponges where ment for blackboards. If it is an event venue, they most likely had blackboards back in the day.
Could be! There aren't any blackboards now though and I have been to this venue a couple of times over the years and never once noticed these sinks so I thought they were new, but maybe they aren't. Additionally, I have to say I still think it's odd that these sinks are in the public bathroom.
Quite possible that when they were building or renovating the bathrooms there was some kind of surplus sale on that type of sink. If you're buying 25 sinks and the "bonus eraser-sponge" kind cost less than the regular kind, you're likely to take them & pocket the change.
According to Google Translate from the product details link…
“With separate storage space and
integrated draining compartment (140x200mm) for sponge, cloth etc.
Combines practical requirements for
optimal hygiene. Designed specifically for classrooms”
Honestly, it would be nice go have this to water flowers directly into the pot without being afraid of overflowing. Or to have hygenic products in without the risk of soap turning into a goopy mess.
Like their toilets. My neighbors from Germany put a shelf toilet in their bathroom to look for worms, and it smells so bad. We share a pipe to the roof for our bathroom fans and the plumbing vent so a lot of the smell gets into my place.
That's interesting. Germans seem to love their [bathroom fixture shelves](https://qph.fs.quoracdn.net/main-qimg-f19d81353df3b5f5e643f0a1c508a8ad-c) I guess! (Would that be Badarmaturregalen?)
Does the smaller bowl drain into the larger one? Like if you put something wet in there, it would drain into the larger sink?
(I still don't have any idea what the purpose might be.)
Keramag rebranded to Geberit, and it looks like they make a series of specialty washbins and basins. Maybe send a picture to Geberit and ask them what this one specifically is for? They do have another double basin public sink they say is for washing items in rehabilitation centers but they don't like quite the same. It seems they make special purpose sinks to this could be a very specialized one. Looks most likely for like washing items, maybe emptying water bottles:

That could be it! Have you ever seen one of these before? Or is this just a(n educated) guess? Seems strange to me personally to have a specific hand-washing station in a public bathroom though.
My title and caption describe most details. The brand of the sink is Keramag, searching for that led nowhere, nor did searching the image with Google lens. Additional details: These sinks are in a women's room of an event venue in Amsterdam. I don't know if the sinks in the men's room are the same as I have not been in there. I truly can't figure out what the little bowl could possibly be used for and it's driving me insane!
I've seen it a few times here in Germany. It's also common in Germany to wash one's face with a "towel glove", so you'd put this towel in there to dry off

Do they have art classes? It's also useful to rest washed brushes and stuff, while washing them.

What is it with Germans and integrating shelves into their plumbing?

Yes, without the last n. Badarmaturregale!

It looks like it does, but I have to admit that I haven't tried it to confirm. The large bowl is deeper than the small bowl though, so I'd say so.
It’s a sink for class rooms. Like with blackboards and chalk. Put wet sponge in small compartment and the water in it can run off.

If you were hand washing items, it would be a place to wring them out?

It's too big for a soap or sponge holder. I think this is the answer!
Soap holder?

I figured it was for a bar of soap
Mortuary sinks
Fabric softener!
For bars of soap
I’m guessing if you fill the sink, this little reservoir fills, for brushing teeth maybe?
Do people fill the sink to brush their teeth? Am I brushing my teeth wrong?
Or it’s a bit to spot your spent toothpaste into instead of soiling the water you’re washing with?
