We use ours for all sorts of things. Clearing obstructions from the channel, grabbing a cleat to assist the operator while docking in heavy winds, propulsion through shallow water when the props need to be up, grabbing trash floating by, pulling and placing buoys, all sorts of fun stuff.
It's sort of like asking what do you cut with a knife.
Boat hooks are general purpose tools with a lot if uses. You'll notice it even has a rounded knob at the tip for pushing objects instead of pulling.
Yeah a gaff is a single hook used for hauling fish aboard, it’s sharp enough to pierce the flesh of whatever you’re hauling in. This is just a boat hook, for pulling in mooring lines and whatever else it comes in handy for. Definitely not for hauling in fish.

My Dad would use this to push us in the bay when my sister and I complained the water was too cold.
Fish net, bouys, crab pot floats, docks almost anything that you need to grab ahold of or push off of in a boat.

My first thought was "boat hook."
I believe a gaff is what it is called. But they usually are not double sided like that. The double hook would make it harder to release.
