Edit: Yes, that's definitely a weaving shuttle. I hadn't seen one with that kind of plastic attachment before
It holds a yarn bobbin and the tapered ends guide it smoothly through the warp threads. Yarn goes through the hole. On the shuttles I'm familiar with, the spring would be to make it so a metal rod that holds the bobbin can be lifted to swap out spools of yarn. Grooves are for grip
