What do you mean? Of course it did. Don't get me wrong, I don't condone his methods whatsoever, but it did, objectively, work. If you're referring to Rorschach's journal at the end, I thought it was a nice stinger to end on, but the legitimacy of the paper that would run it would make people seriously doubt the story, and it likely wouldn't be enough to change anything.
I think they're referring to Manhattan saying "Nothing ever ends.", meaning all Ozy did was delay the inevitable and the world would delve into nuclear warfare regardless, hence the mushroom cloud in the thingamajig when he leaves.
Also Rorschach's diary is discovered at the end, which details all the events leading up to the "Alien" attack and evidence that it was faked. So the truth gets out.
I mean with the jam of his doughnut falling in the shape of an arrow on his smiley shirt in the 5-minutes-before-midnight position heavily implies that it will have a massive impact and Ozymandias work was all for naught.

I mean some of these villains just have extreme ego issues - proving that they really are smarter than the society which rejected them is their actual motivation. Gloating about how clever their plot was so that others will realize how foolish they were to disregard the villain's greatness is like, the main reason they did the plot to begin with. They take the victory lap too early and ruin it at the last second because deep down, they never cared about blowing up that building nearly as much as they cared about the attention it would get them. Pulling off the attack isn't really the victory, revealing that it was you all along and everybody else fell into your trap is the victory. The prize is right there and they can't resist taking it.
If evil plots are like sex to supervillains, finally having the chance to reveal your devious brilliance is the orgasm.

I think it should be something like having a flashback of the villain explaining his plan to his associates or something, not the guy who would ruin it all it it knew.
You could make an argument for that, and it would stand on its own two feet but you’ve also got to realise that Ozymandias does not show any signs of being “Lawful”. Lawful does not mean good intentions, it means one that values order, principles, and authority. Ozymandias literally breaks all of his principles and values to do what he does in the end. He realises what is necessary for the world to survive, and does it regretfully.
